She's back getting an identical format -- but a more appealing, relatable leading lady -- in "Chelsea Forms," a collection whose protagonist proves so sweet and vulnerable as to make a rooting interest even among the jaded. Premiering getting a 1-hour launch before ongoing as half-hour episodes, watching "Chelsea" might provoke a number of feelings together with a dose of skepticism, but due to its star, it is not settling.
